The invention provides a method of enacting a contract for a consumption type service between a UE and a provider of the service, the method including periodically transmitting from a negotiator service process operated on a computer associated with a negotiator service to the UE a data carrying signal which includes data representing time-limited service contracts on offer from at least one service provider, receiving by the negotiator service from the UE a data carrying signal which includes data representing acceptance an acceptance of at least one of the offered service contracts or rejection of the offered service contracts, transmitting from the negotiator service to the service provider a data carrying signal which includes data representing an accepted offer for a service contract in respect of the UE for activation of the service contract between the UE and the service provider for a predetermined time on a charging system associated with the service provider.
