A pigment multilayer effect comprising: a transparent substrate having a layer of titanium dioxide thereon, with the optical thickness of said layer of titanium dioxide such as to provide a white hue to said substrate, and ranges from about 105 to 155 nm; a layer of silica as low refractive index on said layer of titanium dioxide and an outer layer of a material of high refractive index layer positioned on said material low refractive index; said outermost layer of titanium dioxide having an optical thickness of about 45 to 240 nm comprising, said material layer low refractive index an optical thickness in the range of about 215-470 nm to provide a variable length path for dependent light incidence angle of light is incident thereon; each layer differs in refractive index from any adjacent layer by at least about 0.2 and wherein at least one layer has an optical thickness which is different from all other layers, whereby the pigment is not a stack of quarter wave; and said multilayer effect pigment has a non-white hue.
