A method and system are provided for optimizing asset allocation in acognitive radio configuration, the method comprising obtaining, in a digitalcomputer,an indication of the cognitive radio configuration; converting the indicationof thecognitive radio configuration into a degree 2 polynomial; providing the degree2polynomial to a quadratic programming machine; solving the degree 2 polynomialusing the quadratic programming machine to generate binary solutions; thedigitalcomputer receiving the generated binary solutions and generating an assetallocation for the cognitive radio configuration and providing the generatedassetallocation for the cognitive radio configuration.
