Disclosed are a method and a relevant apparatus for implementing national roaming of a mobile terminal. In some feasible implementation manners of the present invention, a mobile terminal sending hard SIM card information to apply for a soft SIM card to acquire a mobile terminal number of a corresponding visited location, and registering user information to activate the soft SIM card as a calling party and a called party, so as to further establish a called communication connection for the hard SIM card. The mobile terminal applies for a soft SIM card from a communications network in a visited country, so as to obtain through allocation a mobile terminal number of a corresponding visited location; a user does not need to purchase a new SIM card in a visited location, so that the cost of purchasing the SIM card is saved, operations are convenient, and the needs of users are met. In addition, when the hard SIM card receives a called request, a roaming call identifier is displayed on the mobile terminal, so as to remind the user that the called request is a roaming call and roaming cost is required, so that the user selects whether to accept the called request according to needs, thereby lowering roaming call cost without missing calls or short messages.
