Disclosed are a network planning and optimization method and apparatus based on service distribution. The present invention relates to the field of communications, and can avoid waste of a resource and improve user experience. A specific solution comprises: obtaining a service distribution map of a to-be-planned region; rasterizing the service distribution map according to a preset rasterization precision to obtain at least one raster, and aggregating the at least one raster into at least one service hot spot; placing the at least one service hot spot into at least one hot spot group, the at least one hot spot group comparing a first hot spot group; obtaining a service amount of the first hot spot group and location information of a weighted center of the first hot spot group according to a service amount of each service hot spot in the first hot spot group and location information of the weighted center; and setting a station at the weighted center of the first hot spot group, and adjusting an antenna engineering parameter of the station according to the number of sectors and the number of cells in the preset station and according to the service amount of the first hot spot group.
