A water flow load adjusting device, and an ocean power generation device to which the water flow load adjusting device applies. The water flow load adjusting device comprises a main body (11), a water guide plate (12), a rotary shaft (13), a winding shaft (14), a cord (15), and a driving unit (16). The water guide plate (12) is hinged to the main body (11), the rotary shaft (13) is movably disposed on the main body (11), and the winding shaft (14) is disposed on the main body (11); one end of the cord (15) is fixed to the water guide plate (12), the other end reels through the rotary shaft (13) and the winding shaft (14), and returns to the water guide plate (12) and is fixed; the driving unit (16) is connected to the rotary shaft (13) to drive the rotary shaft to rotate, so as to drive the cord to reel or unreel to control the water guide plate to rotate. The ocean power generation device comprises the water flow load adjusting device. The water flow load adjusting device can guide the water flow to flush towards a water turbine, thereby adjusting the load borne by the water turbine. Therefore, the ocean power generation device can stably generate and output power and the power can be directly used.
