A railway freight car bogie, comprising two side frames (101) arranged in parallel and two connecting rods (104); after the connecting rods (104) cross each other, the two ends are respectively connected to the two side frames (101); an installation positioning face is disposed below a triangular hole in the side frame (101); a conical column positioning hole is disposed on the installation positioning face; a retaining shoulder (102) is disposed on the installation positioning face and on the outer side of the conical column positioning hole; a conical column (105) is inserted in the conical column positioning hole; the gap (103) between the conical column (105) and the retaining shoulder (102) is welded by filling. Also disclosed is a railway freight car having the railway freight car bogie.
