Disclosed is an energy-saving ground heating floor, which is a floor block supporting a ground heating system. The energy-saving ground heating floor comprises a floor block (2), wherein both longitudinal sides of the floor block are provided with a longitudinal rib (1) and a first longitudinal recess (4), respectively. A lower surface of the floor block (2) is provided with a second longitudinal recess thereon. The lower surface of the floor block is provided with a composite layer (3) thereon. An outer surface of the composite layer (3) is provided with a longitudinal groove (7), so that a longitudinal protrusion (5) is formed on an inner surface of the composite layer (3), and the longitudinal protrusion (5) is embedded into the second longitudinal recess in a compact shape. Both sides of the longitudinal groove (7) as well as the composite layer (3) between the adjacent longitudinal grooves (7) are all provided with longitudinal downward protrusions (6) of which the cross sections are rectangular. A slot side of the longitudinal groove (7) is provided with a convex edge (9) and the convex edge (9) is a part which constitutes the convex edge (9). The convex edge protrudes downwards below the lower surface of the floor block (2), and the downward protruding height of the convex edge is less than or equal to the longitudinal downward protruding height.
