A repair plan creation system for, on the basis of the results of inspection of public property, creating a repair plan for an object to be repaired, said repair plan creation system comprising: a time determination unit which determines the time when the degree of integrity of public property, which indicates the degree of deterioration of the public property, will become equal to or less than a predetermined value and sets the time as the first repair time point at which the first repair is initiated; and a repair plan creation unit which creates a repair plan where an object to be repaired is repaired at regular intervals starting at the first repair time point determined by the time determination unit.
