A device for determining the cause of the occurrence of a voltage imbalance comprises: a first calculation device for calculating a first degree of effect according to a first voltage imbalance rate of three-phase distribution lines, assuming that a plurality of pole-mounted transformers to be connected to any two phases among the three phases of the three-phase distribution lines are uniformly connected to each of the three combinations of two phases of the three-phase distribution lines; a second calculation device for calculating a second degree of effect according to a second voltage imbalance rate of the three-phase distribution lines, assuming that each of the three phases of the three-phase distribution lines has the same line impedance; and a determination device for, based on the first degree of effect and the second degree of effect, determining the cause of the occurrence of a voltage imbalance in the three-phase distribution lines.
