The objective of the present invention is to provide a method and a device which solve the problem of a 1,500,000-gate large-scale device that reduces optical degradation substantially in real time in one frame of TV video images and reconstructs a pre-degradation original image. A method and a 70,000-gate device which provide substantially real-time TV video images that are similar to pre-degradation original images by: setting the luminance distribution of a degraded image and an estimated luminance distribution of initial values of a reconstructed image for one frame of TV video images; using a first PSF luminance distribution in a first-time iterative calculation, said first PSF luminance distribution having been specified in accordance with the degree of degradation of the degraded image; using a second PSF luminance distribution, which is the first PSF luminance distribution reconstructed by an image reconstruction means, in a second-time iterative calculation; and while setting a reconstructed image estimated luminance distribution from the first-time iterative calculation as a second-time estimated luminance distribution of the initial values of the reconstructed image, performing the second-time iterative calculation in the image reconstruction means which determines, in the luminance distribution of the degraded image, the most likely estimated luminance distribution of the reconstructed image by a real number calculation based on the Bayse probability theorem.
