The present invention enables a data transfer routed via a public network to be performed excellently. A prescribed transmission terminal is searched by a terminal search unit. A determination unit determines, by using information possessed by the terminal device, whether or not to participate in a relay transfer in data transmission from the prescribed transmission terminal discovered by the terminal search unit to a prescribed receiving terminal. When the determination unit decides to participate, the prescribed transmission terminal is notified by a notification unit about this participation. Participation in the relay transfer in data transmission from the prescribed transmission terminal to the prescribed receiving terminal can thereby be performed excellently.
