According to the present invention, if a power reserve margin falls under a given value due to the power-supply-demand-mismatch problem in a wide area electricity supply network, this situation is intentionally reflected to the quality of electricity, or a low quality of electricity is naturally supplied. Accordingly, the quality of the electricity supplied is recognized at each consumer, so that the end loads of each consumer or the target controlled values of the end loads appliances are increased, decreased, cut off (end loads),or turned off(target controlled values) in accordance with the quality of the electricity and priority values previously conferred to the appliances.
