A fuel oil information providing server device (11) acquires a reference fuel oil price on a sea route identified by a navigational ID input into a terminal device by a user or at a bunkering site by which a ship can stop from the sea route, and data indicating a condition for modifying the reference fuel oil price, and identifies a fuel oil price obtained by modifying the reference fuel oil price indicated by the acquired data in accordance with the condition. The fuel oil information providing server device (11) generates display instruction data with an instruction for displaying a list of the identified fuel oil prices together with rules of determination of the amount of bunkering at the bunkering sites, and outputs the data to the terminal device. The terminal device, in accordance with the display instruction data generated by the fuel oil information providing server device (11), displays a list of information useful for formulating a bunkering plan regarding the voyage in accordance with the navigational ID input by the user, without displaying unnecessary information. The present invention enables the ship operations manager, ship operator and the like to easily formulate a ship bunkering plan.
