In order to reduce a state whereby a message identifier cannot be issued when a request has been issued for high-priority data acquisition, a wide area management device (21) associates and stores: an identifier allocated to a message exchanged between building management devices (31, 41) provided in buildings (B1, B2) and facility devices (32, 42); and acquisition priority information indicating the acquisition priority for the data obtained from the facility devices (32, 42). The wide area management device (21) sends the stored identifier and acquisition priority information to the building management devices (31, 41). The building management devices (31, 41 ) receive the identifier and the acquisition priority information that are sent from the wide area management device (21), store same in an identifier information storage unit, browse the identifier information storage unit, and issue an identifier corresponding to the acquisition priority for the message data.
