Disclosed are a method, an apparatus, and a recording medium for scheduling users on the basis of a two-stage beamformer for a massive MIMO downlink. The method of the present invention comprises the steps of: setting variable i as a predetermined number and dividing groups of users until variable i is equal to independent data stream number S_g; whenever the step for dividing groups of users is repeated, updating variable i to i+1 and if variable i becomes greater than independent data stream number S_g, initializing variable i to the predetermined number; scheduling until the initialized variable i is equal to the independent data stream number S_g; and whenever the scheduling step is repeated, updating variable i to i +1.
