An accuracy evaluation unit of a clock synchronization management device according to an embodiment of the invention evaluates the accuracy of the synchronization clock of each of a plurality of devices constituting a decentralization system and classifies the devices into a plurality of classes on the basis of whether the devices can supply at least the synchronization clocks to other devices. Thus, a network formation unit causes, on the basis of the classification of the accuracy evaluation unit, devices that cannot supply synchronization clocks to other devices to determine and synchronize with devices that can supply synchronization clocks. Therefore, an appropriate clock master can be selected in accordance with an increase in number of devices forming the decentralization arrangement system, a change in device environment, and so on.
