Railway cars form a formation by having a plurality of cars coupled together, but the cars often undergo couplings, separations, and replacements, and therefore, to establish communications within a new formation, re-setting and managing the IP addresses of the network devices in the respective cars to construct an intra-formation network is necessary. In addition, such intra-formation network needs to be constructed quickly for smooth railway operation. In the present invention, when a train is being started up to initiate service or when cars are being coupled or split, a management server sets the IP address of each network device by binarizing reported car IDs and pre-stored device IDs and arranging each at a predetermined bit position.
