Provided are a radio access network device, a user equipment and a buffer status reporting method. The buffer status reporting method of the present invention comprises: determining, by a radio access network device, whether the speed at which a user equipment receives service data is less than the speed at which the user equipment plays the service data; and if it is determined that the speed at which the user equipment receives the service data is less than the speed at which the user equipment plays the service data, adding, by the radio access network device, a resource for receiving downlink service data to the user equipment, so that the speed at which the user equipment receives the service data is not less than the speed at which the user equipment plays the service data. The embodiments of the present invention solve the problem of service interruption because the data amount cached in a buffer zone is completely consumed due to the fact that the speed at which a user equipment receives service data is less than the speed at which the user equipment plays service data after a network environment has been changed, thereby guaranteeing the service continuity.
