Provided are a refuse incineration treatment device (10) and a power generation method using refuse incineration. The refuse incineration treatment device (10) comprises an incineration unit (11) comprising an incineration chamber (20), a refuse feeder (40) conveying materials to the incineration chamber (20), a refuse alkalization conveyor (14), a flue gas treating unit (12) in communication with a flue gas outlet (15) at the upper portion of the incineration chamber (20), and a rotary kiln ash treating unit (13) in communication with an ash outlet (16) at the bottom of the incineration chamber (20). The refuse alkalization conveyor (14) mixes an alkaline powder with the refuse and alkalizes and conveys same to the incineration chamber (20), the flue gas treating unit (12) performs a harmless treatment on the flue gas produced after the incineration, and the rotary kiln ash treating unit (13) performs a harmless treatment on the ash produced after the incineration. The power generation method using refuse incineration comprises the refuse incineration treatment device (10) and a waste heat power generation unit (60) connected thereto.
