Disclosed are an illegal Internet international outgoing call cut-off device and an illegal Internet international outgoing call cut-off method which detect in real-time an authentication attempting time point of a terminal using account information (for example, ID, password) stolen and used by a hacker, and cut-off the illegal Internet international outgoing call when the illegal Internet international outgoing call is attempted using the stolen and used account information. A method for cutting-off an illegal Internet international outgoing call by an illegal Internet international outgoing call cut-off device according to an aspect of the present invention may comprise the steps of: storing a mapping table in which telephone numbers and pattern matching information corresponding thereto and an IP address are recorded; collecting information of an Internet telephone outgoing call originated from a terminal to a communication system; analyzing information of the collected outgoing call to determine whether the collected outgoing call is a call relating to registration or a call relating to call initiation; and when the determined call is a call relating to registration, registering the information of the outgoing call to a black list depending on a result of comparison between the information of the collected outgoing calls and the telephone number of the mapping table and the pattern matching information.
