The present invention relates to an iontophoresis drug administration device and method, wherein a test subject load resistance and body nonresistance values are calculated to monitor a drug administration situation and to control administration of a drug. The iontophoresis drug administration device comprises: an electrode unit equipped with a plurality of iontophoresis electrodes and a plurality of body nonresistance measuring electrodes; a programmable electric current unit which adjusts the administered amount of drugs by adjusting an electric current supplied to the iontophoresis electrodes; an impedance sensing unit which is equipped with a sensing mode which selectively calculates a load resistance value of the iontophoresis electrodes or a body nonresistance value of the body nonresistance measuring electrodes to monitor the administered amount of drugs; and a control unit which controls the programmable electric current unit by determining the administered amount or the administration of drugs based on the load resistance or body nonresistance values calculated from the impedance sensing unit. Accordingly, the contact condition of electrodes and the skin condition of the human body are monitored during iontophoresis, and the administered amount and administration of drugs can be determined according to the monitored information, thereby can perform stable and accurate iontophoresis.
