The present invention relates to Cr-Mn-based stainless steel consisting of 0.25 wt% or less of carbon (C), 0.5 wt% or less of nitrogen (N), 1.0 to 5.0 wt% of silicon (Si), 8.0 to 16.0 wt% of manganese (Mn), 0.045 wt% or less of phosphorus (P), 0.03 wt% or less of sulfur (S), 16.0 to 19.0 wt% of chromium (Cr), 1.0 wt% or less of nickel (Ni), and remaining amount of iron and unavoidable impurities, wherein contents of Si and Mn meet an inequality, 0.13 = Si/Mn = 0.63.
