The present invention relates to a high early-strength concrete composition having salt tolerance which has chloride resistance and chemical resistance improved by adding a low-heat cement having excellent chlorine ion penetration resistance and a fine sulfur powder; has a cement mixing property, tensile strength, adhesion, durability and workability improved by adding polymer for mixing cement; and has crack resistance improved by adding a crack healing agent, and to a method for repairing bridge or road pavement using the same. The high early-strength concrete composition having salt tolerance includes 10-30 wt% of a salt tolerance high-strength binder, 23-55 wt% of a fine aggregate, 23-55 wt% of a coarse aggregate,1-15 wt% of the polymer for mixing cement and 1-10 wt% of water. According to the present invention, the chloride resistance and chemical resistance of the early-strength concrete composition having salt tolerance are improved, and the cement mixing property, tensile strength, adhesion, durability and workability of the early-strength concrete composition having salt tolerance are improved to enhance the crack resistance. In addition, a concrete road and a bridge structure deteriorated due to crack, neutralization and chemical corrosion are improved so that durability is improved.
