The present invention relates to an apparatus for diagnosing conditions and predicting a remaining life of a power cable using measured data of a very low frequency (VLF) tan delta (TD) and a method thereof, configured to diagnose the state of the power cable by using a VLF TD signal and to determine a replacement time by using a three-dimensional matrix to achieve reproducibility of the state diagnosis of the power cable. The apparatus and method for diagnosing conditions of a power cable and estimating remaining life of the power cable using the measured data of the VLF TD according to the present invention comprises a Weibull modeling unit, a distance limiting unit, a data type classification unit, a quantitative representation unit, a normalization unit, a three-dimensional configuration unit, a risk assessment calculation unit, and a remaining life measurement unit.
