The present invention relates to a concrete section repair technology for repairing and restoring damages due to cracks and deterioration of a concrete structure, and more particularly to a water absorption controlled mortar composite for preventing the lowering of strength while improving a function of preventing the permeation of moisture, an admixture for water absorption controlled mortar that can be advantageously used in the water absorption controlled mortar composite, and a concrete section repair method that preferably uses the water absorption controlled mortar. The admixture for water absorption controlled mortar according to the present invention is obtained by crushing and mixing blast furnace slag and a water repellent in a crusher. Then, a condensation prevention agent may be further mixed in the crushing and mixing process, and the condensation prevention agent preferably may be magnesium hydroxide. Moreover, the water repellent preferably may be at least one or both of either stearic acid or wax emulsion, which weakens less. The water absorption controlled mortar composite according to the present invention is mixed with a coupling agent including cement and the admixture for water absorption controlled mortar. At least one additive of re-dispersible polymer powder and a water reducing agent may be mixed with the water absorption controlled mortar. In the concrete section repair method according to the present invention, a deteriorated portion is removed from the concrete structure and then the water absorption controlled mortar composite is filled in the removed portion. Then, a concrete performance restoring agent and a primer may be applied before the water absorption controlled mortar composite.
