The present invention relates to a plastic pellet forming apparatus and, more specifically, to a plastic pellet forming apparatus and a plastic pellet forming method, wherein the plastic pellet forming apparatus comprises: an extruder which is equipped with a hopper capable of inserting raw materials into one side and transfers raw materials to one side by melting the raw materials inserted through the hopper; a molding frame which molds molten plastic raw materials into a bar shape like multiple noodle strands by extruding the plastic raw materials molten from the extruder; an air cooling device which cools plastic bars extruded from the molding frame with air in a tunnel shaped cooling device; and a water cooling device which cools the plastic bars cooled from the air cooling device with cooling water, forms the plastic bars cooled in the water cooling device into pellets by cutting the plastic bars into small chip shapes, increases cooling efficiency by performing the water cooling of the water cooling device and a cooling process of the air cooling device when manufacturing pellets which are raw materials of a plastic product by using waste plastic and novel raw materials, and is able to innovatively reduce the installation space of a cooling device.
