The herbal cosmetic composition is produced i) by sequentially mixing saxifrage, coptis, houttuynia, ginseng, Peony roots, Paeonia suffruticosa, yeast extract, and Pleuropterus multiflorus to be extracted through ethanol, heating the ethanol extract, cooling generated steam to remove a solvent and obtain a liquid concentrate or ii) by sequentially performing ethanol extraction respectively on saxifrage, coptis, houttuynia, ginseng, Peony roots, Paeonia suffruticosa, yeast extract, and Pleuropterus multiflorus, heating each ethanol extract, and cooling generate steam to remove a solvent and respectively obtain liquid concentrates to be mixed. Several sorts of vitamins and vitamin precursors which are helpful for human body metabolism are further included so that a hair growing function of the herbal cosmetic composition can be reinforced. The herbal cosmetic composition according to the present invention controls in vivo 5-reducing enzymes so that DHT is not generated during the metabolic process of male hormones.
