Provided are a device, a method, and a program for extracting a biometric feature vector, capable of improving the reproducibility of a biometric feature vector which can be extracted from biometric information without the dislocation or distortion of the biometric information. The device comprises: an obtaining unit to obtain a biometric image; a small area image generating unit to generate multiple small area images from the biometric image; a feature extracting unit to extract biometric local features from the small area images; and a biometric feature vector generating unit to couple the biometric local features according to certain rules to display features for identifying the biometric image, wherein the small area image generating unit generates the small area images to allow changes in biometric information among the small area images to fall under a certain value.
