The present invention relates to an air conditioner for an electric rail car having an evaporator stop delay device and a delay timer for an air conditioner and, more specifically, to an car air conditioner for an electric rail car having an evaporator stop delay device and a delay timer for an air conditioner (100) capable of maintaining the indoor temperature which is always pleasant for passengers by removing an odor generated when cooling is operated by suppressing generation of microorganisms generated in a cooling fin of an evaporator (30) by discharging moisture adhering to the cooling fin of the evaporator (30) by continuously operating the evaporator (30) for a period of time when an air conditioner for an electric rail car is operated and stopped. According to the present invention, an OFF delay timer capable of delaying the operated condition in one among cooling device control lines (11, 12, 13) is additionally installed in the normal air conditioner for an electric rail car, and power is supplied to an evaporator control line (12) from normal power (11) by an output line consisting of a contact point. Therefore, even if a control switch (10) is in the OFF state in an operating cab, the entire evaporator of an electric rail car can be delay operated for a period of time.
