The present invention relates to an apparatus for estimating rainfall. The present invention provides the apparatus for estimating the rainfall by converting radar observation data with respect to a certain region into a grid to generate grid data, the apparatus comprising: a reception unit which receives the radar observation data; a grid data generation unit which accumulates a plurality of grid layers respectively corresponding to a plurality of reference altitudes to be converted into a grid to prepare a multi-layered data structure, and interpolates a radar observation value in a center of grid cells constituting a row and a column of the grid layers based on the radar observation data to generate grid data having a multi-layered shape; and a estimation unit which estimates ground rainfall of a relevant region by multiply using the grid data of the grid layers. According to the present invention, the rainfall is estimated by using three-dimensional grid data of a multi-altitude, thereby considerably reducing an error according to effects of a cloud and topography disposed according to an altitude.
