The present invention relates to a method for manufacturing a bag filter for removing sulfur oxide and nitrogen oxide using foam coating or bead coating, and to a bag filter by the method. The present invention relates to a technique which can obtain multiple functions of a bag filter by obtaining air permeability by coating an absorption and decomposition material on the other surface of the bag filter to have dust be removed by using foam coating or bead coating while using an existing bag filter house without additional equipment for removing sulfur oxide and nitrogen oxide. The method for manufacturing a bag filter which is installed on a bag filter housing of a current collector of the present invention for the same comprises the steps of: i) forming a porous surficial layer on the front surface of a filter cloth; and ii) coating an adsorption agent for removing sulfur oxide and nitrogen oxide on the back surface of the filter cloth by using foam coating.
