The present invention relates to an apparatus and a method for monitoring and blocking an unauthorized execution of a shell command in an embedded system and thereby strengthening security and stability of an embedded system. An apparatus for ensuring a safe execution of a shell command in an embedded system of the present invention comprises: a shell command detection unit for detecting a request of an execution of a shell command; and a shell command execution control unit for controlling an execution of the shell command depending on whether a password has passed according to safety levels of the detected shell command.
