The present invention relates to a method for allocating a channel to a primary user and a secondary user in a cognitive radio communication system, and more specifically, to a method for allocating a channel which monitors whether a channel is used when data to be transmitted by a secondary user exist, and uses the channel when the channel is in idle state, and which monitors whether the channel is used by a primary user when transmission and reception of a packet are failed while the secondary user is using the channel, and allocates the channel to the secondary user again at a time when a use of the channel is completed to restart the transmission and reception of the packet.
