The present invention relates to a 3D model-based marine traffic control device comprising: a main receiving unit which receives automatic identification system (AIS) information from an AIS on a ship sailing to perform a ship traffic control, and a radar image generated by radar scanning a predetermined region; a ship information main control unit which generates reduced-ship information that an actual ship is reduced at a constant ratio by analyzing the length and width of an actual operating ship and analyzes course, location, and velocity of the ship with the inputted radar image to generate radar ship information; and a display unit which is provided with the reduced-ship information and radar ship information from the ship information main control unit, and displays the same in a two-dimensional or a three-dimensional shape on a screen.
