Disclosed is an apparatus for managing disaster using base station floating population information. The disaster management apparatus according to an embodiment of the present invention comprises: a collection unit which collects weather information from an observatory; a disaster information generation unit which generates disaster information based on disaster basis information including at least one from floating population, drainage pipeline water levels, traffic information, and CCTV information when the weather information is collected; and a disaster information display unit which displays the disaster information generated at a location on a disaster safety map corresponding to the location of the observatory. Therefore, disasters can be prepared by prioritizing disaster countermeasures through various kinds of information including precipitation, drainage pipeline water levels, traffic information, floating population, etc.
