The present invention relates to a filter medium having a dual-layer structure and a manufacturing method thereof. A second filter slurry forms a single layer by mixing 20-40 wt% of ultra-fine short fibers having the diameter of 0.1-1.0m, 20-55 wt% of organic fibers having the diameter of 30-40m, 10-50 wt% of activated carbon powder, and 1-5 wt% of silver nanoparticles. Accordingly, the present invention can efficiently remove the residual chlorine by the activated carbon powder and sterilize the virus collected in the first filter slurry on the other layer by the silver ions. The first filter slurry forms the other layer of the positively charged filter medium by mixing 70-85 wt% of ultrafine short fibers having the diameter of 0.1-1.0m, 5-20 wt% of activated carbon fibers having the diameter of 10-20m, and 5-10 wt% of colloidal resins for adding positive charges to the ultrafine short fibers. Accordingly, the present invention can increase the collection and filtering rates regarding virus and foreign substances in the water by using the positively charged glass fibers. The first slurry and the second slurry are laminated together in liquid forms without an additional bonding member to enhance the inter-layer bond while reducing the compression loss. The present invention can also separate the virus collection layer and the layer sterilizing the virus while removing the residue to maximize the effectiveness of the respective positive functions. The activated carbon powder in the second filter slurry can enhance the uniformity of the pores of the filter medium and the filter efficiency accordingly.
