Provided is a coal high-quality treatment system comprising: a dryer for drying coal after supplying a flue gas whose temperature is elevated; a carbonization reactor for reacting carbonization with the coal dried in the dryer; a cooler for cooling cokes generated from the coal which has undergone a carbonization reaction; a condenser for condensing moisture mixed with the flue gas provided from the dryer; and a heat exchanger for cooling a volatile fraction comprising tar oil discharged from the carbonization reactor using the flue gas cooled in the condenser. The coal high-quality treatment system enables to economically obtain tar oil with high efficiency using a low-temperature carbonization process with respect to low-grade coal.;COPYRIGHT KIPO 2015
