Disclosed is a safe lowering device for a foundation structure of an offshore structure. According to an embodiment of the present invention, the safe lowering device for a foundation structure of an offshore structure comprises: a first support frame which is extended outward from the side of a foundation structure lowered below sea level and has a first connection part at an end; a second support frame where a second connection part joined to the first connection part is installed; a buoyant tank which is placed above the second support frame to maintain the stability of the foundation structure with the inflow of seawater when the foundation structure is lowered below sea level; and a release unit which is installed on the first and second connection parts and separates the buoyant tank from the foundation structure when the binding power between the first and second connection part is cleared by the inflow of seawater to the buoyant tank.
