According to the present invention, a vacuum refining apparatus comprises: vacuum refining equipment including a ladle to accommodate molten steel containing chromium, a lance located on an upper part of the ladle to inject oxygen, a flue gas analyzer connected to an exhaust pipe to discharge flue gas discharged from the ladle, to periodically measure the concentration of carbon oxide in the flue gas passing through the inside thereof, and a vacuum degree measuring unit to periodically measure a degree of vacuum inside a vacuum tank; and a controlling device including a carbon concentration predicting unit to predict a concentration of carbon in the molten steel using the degree of vacuum and the concentration of carbon oxide in the flue gas measured from the flue gas analyzer and the vacuum degree measuring unit, and an oxygen blowing controlling unit to stop blowing of oxygen if the predicted carbon concentration reaches to a target carbon oxygen blown concentration.
