The present invention relates to a heat treatment apparatus and a method for a last stage turbine blade, and a last stage turbine blade manufacturing method using the same. The heat treatment apparatus for a last stage turbine blade comprises: an installation part to be installed with a last stage turbine blade; a flame treatment part to discharge flame to harden a partial area around a tip of the blade; a driving part to drive the flame treatment part; and a control part to generate a control signal to control the driving part to provide the flame hardening treatment on a predetermined flame hardening target area. Therefore, the present invention can strengthen hardness of the blade with the flame hardening treatment on a part of the tip of the last stage blade, and prevent erosion of the blade, caused by a droplet of wet steam and solid particles, by keeping a compressive stress below a threshold value.
