The present invention relates to a mutant strain with improved performance of producing alginine or glutamine including inactive isocitrate lyase and a manufacturing method thereof. According to the present invention, by inactivating isocitrate lyase, alginine or glutamine can be produced by producing mutant strains with improved performance of producing alginine or glutamine and improved metabolite yield while maintaining growth compared with a strain of producing alginine or glutamine including a wild type or active type isocitrate lyase. In addition, the mutant strain is used for producing alginine or glutamine, while improving metabolite yield, and is accordingly allowed to reduce costs of raw materials when alginine or glutamine is used as a raw material.
