Embodiments of the present invention provide a QoS switching method and an apparatus for a QoS service in a mobile communication system. According to an embodiment of the present invention, the QoS switching method of a scheduler for a QoS service in a mobile communication system includes the steps of: determining QoS switching with respect to QoS services which belong to one from downgrading, upgrading, and grade-maintaining based on the total resource use amount, as a reference value, for providing a plurality of QoS services; and adjusting a grade of the QoS services according to the determined QoS switching.
