The present invention relates to a manufacturing apparatus of soil cement and, more specifically, to a manufacturing apparatus using a solidifying agent comprising paper mill sludge, which is capable of neutralizing strong alkali generated with respect to contact of a solidified product with water and neutralizing ammonia generated from sewage sludge with sustained release by mixing paper mill sludge and a porous material carried with an acid solution instead of CaO. According to the present invention, provided is a manufacturing apparatus of soil cement using a solidifying agent comprising paper mill sludge, which comprises: a mixer for forming a mixture as mixing a solidifying agent comprising paper mill sludge in sewage sludge; and a curing device for forming a solidified product as curing the mixture.
