The present invention relates to a stem cell derived from a chorionic trophoblast layer without villi, CT-V, which is sub-tissue of placenta, and to a cell treatment agent including the same. According to the present invention, the stem cell derived from the chorionic trophoblast layer without villi has uniform growth characteristics, excellent proliferation characteristics, and differentiation characteristics when compared to the prior stem cell derived from the whole placenta. Especially, the stem cell has excellent ability of differentiation into chondrocytes and thus can be advantageously used as a cell treatment agent for treating damage or breakage of cartilage and for regenerating tissue.
