The present invention relates to a muscle strengthening and rehabilitation exercise apparatus for upper limbs, which lets a user (a stroke hemiplegia patient, a handicapped person, other demanders needing a rehabilitation exercise for upper limbs, etc.), needing a rehabilitation exercise of upper limbs including arms, shoulders or the like, easily put one arm or both arms thereon and move the arm or the arms in a desired direction while being seated on a chair (a wheelchair, a treatment chair, an ordinary chair, etc.) to enable the user to perform the rehabilitation exercise of muscles and joints of the upper limbs. The present invention includes: a base frame (2) manufactured with respect to a height ratio of a chair while considering a characteristic of being arranged on one side or both sides of the chair on which the user is seated and then being used; installs arm rests (3) in an upper end of the base frame (2) to easily put the arms of the user thereon; and includes one or more among a height adjustment unit (100), a position adjustment unit (200) for adjusting four directional movements and an angle adjustment unit (300) between the base frame (2) and the arm rests (3) to make the arm rests (3), on which the arms are put, move in various directions as the user desires and to enable the user to perform the rehabilitation exercise including the muscle strengthening for the upper limbs.
