The present invention relates to a method for controlling flowering time by regulating formation of an SVP-FLM- protein complex based on identification that the SVP-FLM- protein complex is a plant flowering regulating factor, which senses subtle change in the surrounding temperature. According to the present invention, flowering time is controlled by inhibiting expression of FLM- and SVP or regulating interaction between FLM- and SVP by using FLM- RNAi and SVP RNAi for controlling flowering. Therefore, decrease in crop productivity and environmental change caused by sudden temperature change can be prevented.
