Disclosed in the present invention are a positioning based safety network system in a Wi-Fi tag form using a Wi-Fi signal for the safety of passengers using public transportation, and an operating method thereof. The positioning based safety network system comprises: a control server which specifies at least one between train information and passenger car information respectively corresponding to position identification information using a list of identification information of AP and TAG installed in individual train or passenger car of a previously saved public transportation means when receiving at least one position identification information between a first identification information and a second identification information from a user terminal, which generates at least one information between the specified train information and passenger car information, destination information for a station or a stop approached by the public transportation means corresponding to the specified train information or passenger car information, and response request information including report information when receiving the report information from the user terminal; and a report sending server which transmits the response request information generated by the control server to a previously designated security guard in order to correspond to the destination information.
