The present invention relates to a system and a method for managing an active virtual power energy management based on a decentralized energy resource. According to an embodiment of the present invention, the system for managing an active virtual power energy management based on a decentralized energy resource comprises: a meter data management apparatus for receiving a consumer load profile from a consumer; a resource aggregator for acquiring generation state information of the decentralized energy resource and location information of the decentralized energy resource from one or more decentralized energy resources; and a virtual power resource management apparatus for generating a decentralized energy resource load profile by using the generation state information, and supplying energy which is required to the consumer based on the consumer load profile, the decentralized energy resource load profile, and the location information.
