According to an embodiment of the present invention, an on-off modulation signal receiving device includes: a voltage control oscillator outputting an oscillating signal by receiving and oscillating an RF signal by being operated by a bias current having a quench wave form; an envelope detector detecting an envelope of the oscillating signal; a comparator generating a demodulation symbol by comparing the envelope to a predetermined determination standard voltage; and a quench wave from generating device generating the bias current having the quench wave form. The quench wave form generating device determines an approximate threshold current to minimize a difference between a first reference voltage and the average of relatively small and big peaks of the envelope generated by a first training symbol sequence formed of different symbols, determines a micro threshold current to minimize a difference between an earth voltage level or second reference voltage and a peak of an envelope generated by a second training symbol sequence formed of a symbol 0 after the completion of approximate correction, and generates the bias current having quench wave form based on the threshold current corrected by combining the approximate threshold current with the micro threshold current.
